Kenora council approves 2026 capital budget with minimal tax impact

The City of Kenora approved its 2026 capital budget in December, committing $6.2 million to infrastructure and community projects while keeping the impact on property taxpayers minimal.

The adoption of the budget contributes only a 0.26 per cent increase to the net tax levy, 0.9 per cent lower than the increase approved for 2025. Council said further discussion on the net tax levy impact will take place alongside the 2026 municipal operating budget.

The five-year capital plan projects $57.769 million in investment across the city. Unlike utility budgets, which are supported by user rates, the capital budget is funded through a combination of property taxes, government grants, reserves and debt.

Key projects in the 2026 plan include:

  • $4.4 million for Lakeview Drive, from Winnipeg River East Bridge to Winnipeg River West Bridge
  • $975,000 for upgrades to the Lakeview Drive and Parsons Street intersection
  • $2 million for paving municipal and arterial roads, including sections of Sixth Street, Sixth Avenue and Fourth Avenue
  • $1.1 million for fire fleet replacement, including a new pumper truck

Council said the budget reflects ongoing investments in critical infrastructure to improve safety, mobility and services for the community.
